Electronic transactions, encompassing various activities in both the public and private sectors, as well as those involving individuals or consumers, play a crucial role, particularly in adding economic value and improving the quality of life for citizens. However, electronic transactions require identity verification to ensure that the individual or information system involved is genuine. Therefore, it is essential to develop appropriate mechanisms for this purpose.

Public Key Infrastructure (PKI) or commonly referred to as "PKI"

On February 22, 2011, the Electronic Transactions Development Agency (ETDA) was established as a public organization to develop, promote, and support electronic transactions in Thailand. It also focuses on developing national standards and security measures. The agency was approved by the Cabinet to implement the National Root CA project, an essential infrastructure supporting a broad spectrum of electronic transactions. These include not only e-commerce, electronic services, e-employment, and e-payment but also e-government services, the National Single Window system for e-logistics, and national online healthcare (National Healthcare).

National Root CA Operations

ETDA has implemented a National Root CA system for Thailand, an essential infrastructure designed to operate effectively with international standards and the highest level of security.


The National Root CA serves as the central hub for technical interoperability between domestic and international Certificate Authorities (CAs). This ensures confidence in the verification of electronic certificates between domestic and international CAs, enabling collaboration and supporting other critical infrastructures such as the National Single Window and National Healthcare projects.


The National Root CA reduces costs and expenses for the country by acting as a central point for testing and technical collaboration with international CAs, unlike systems where each domestic CA tests interoperability with foreign CAs independently.

Expected Outcomes

  1. Establish a secure system and facility for National Root CA operations.
  2. Enable testing and integration of electronic certificates issued by domestic CAs and facilitate testing with international CAs, focusing on ASEAN countries through a digital certificate mutual recognition framework.
  3. Provide support for the integration of electronic certificates with other infrastructures such as the National Single Window.
  4. Collaborate with international CAs to enhance interoperability, share experiences, and transfer technologies related to PKI, security, and relevant standards.
